The dilemma of promoting the energy-saving work of existing public buildings in China mainly includes four levels: income level barriers related to the owners, decision-making level barriers, information level barriers, and social level barriers brought by the promotion of energy-saving work.

In addition, the slowdown of China's economic growth, Sino US trade frictions, equipment aging in batches and other objective factors have all provided objective benefits for public building reconstruction. If we make full use of these important opportunities and do a good job in policy guidance, we can get twice the result with half the effort. We also face the benefits brought by the improvement of energy conservation awareness of the whole society, the transformation of the real estate industry to the stock update mode, the rapid development of building energy conservation technology and the promotion and application of emerging technologies.
How to adapt to new changes and seize the opportunity to realize the breakthrough of existing public building energy conservation? The author believes that, first of all, we should establish the power and responsibility of administrative management of energy conservation closed-loop management, extend the management function of the housing and construction department on building energy conservation from the design stage to the operation stage as soon as possible, and the industry organizations should cooperate to establish the existing building operation energy conservation management system, changing the status of "emphasizing construction, ignoring operation" from the system; Second, vigorously promote the whole process adaptation concept and technology of building electromechanical system, encourage the whole system and whole process contracting responsibility system of energy-saving projects, and ensure the real effect of energy conservation; Third, the government can stimulate the enthusiasm of owners and reduce the resistance to energy-saving promotion by encouraging social responsibility through commendation and other means.
As long as the whole society can correctly recognize the current difficulties of existing building energy conservation, seize the opportunity, provide correct policy guidance, ensure the implementation of policies, and meet the needs of all parties, this work will certainly break through the tight encirclement and make great progress during the "14th Five Year Plan" period.
