The proportion of projects that will implement energy-saving transformation through energy contract management mode in the city will not be less than 40%, and vigorously promote the construction of power sub metering system for public buildings.
Specifically, our city will make every effort to promote the energy-saving transformation of public buildings, especially the construction of demonstration projects, and encourage public buildings to implement green transformation in accordance with green building standards during energy-saving transformation; At the same time, the Owner is encouraged to give priority to low-cost reconstruction measures with less investment and quick results, or change unreasonable operation management mode through reasonable adjustment to improve the operation efficiency of the energy consumption system.
Focusing on the implementation of energy contract management mode, the Housing and Construction Department will take the lead in providing energy conservation consulting, diagnosis, design, financing, transformation, operation trusteeship and other whole process services for public building owners. The office buildings of government agencies at all levels and public welfare buildings such as schools, hospitals and administrative centers should adopt the method of purchasing services to implement energy-saving operation management and transformation.
Vigorously promote the construction of electricity sub metering system, which will promote the simultaneous construction of electricity sub metering system and data acquisition and transmission device in the process of energy-saving reconstruction of public buildings, and access to the municipal public building energy-saving information service platform; The construction of power sub metering system for newly built public buildings will also strengthen supervision. Newly built public buildings with an area of more than 10000 square meters should be installed with building power sub metering and data acquisition and transmission devices in strict accordance with regulations, and transmit data to the municipal public building energy conservation information service platform.
The pre acceptance of the project will be carried out after the completion of energy-saving reconstruction. After passing the acceptance, the declared project shall be put into trial operation for no less than 3 months; In principle, if the transformation of air conditioning and HVAC equipment system is involved, it should experience a complete cycle operation condition to obtain energy consumption data after energy-saving transformation.
