The new version of the management measures clearly defines that the power consumption limit of public buildings is determined according to the historical power consumption of this building and the average level of power consumption per unit area of the same type of buildings in this city; The energy consumption quota of public buildings is determined according to the building area and the energy consumption index of similar buildings in the city. That is to say, on the premise of not exceeding the average level of buildings of the same type, the historical year on which the calculation of power consumption quota is based can realize dynamic adjustment.

For example, to build a 30000 square meter office building, the annual power consumption from 2015 to 2019 will be 2.62 million kilowatt hours, 2.71 million kilowatt hours, 2.61 million kilowatt hours, 2.73 million kilowatt hours and 2.74 million kilowatt hours respectively. The smaller value of the historical power consumption Q1 of the previous five years of the 2020 power consumption quota of the office building and the average level Q2 of the same type of buildings shall prevail.

Q1 calculation method: the average power consumption from 2015 to 2019 will decrease by 2%, that is, Q1=[(262+271+261+273+274)/5] * (1-2%)=26283600 kWh;

Q2 is calculated by multiplying the average power consumption per unit area of the same type of buildings in Beijing by the area in 2019. Assuming that the average power consumption per unit area of office buildings in Beijing in 2019 is 90 degrees per square meter, Q2 is 2.7 million degrees. Finally, the power consumption limit of the building in 2020 is 262836 thousand kilowatt hours.

At the same time, the new management method proposes to include the energy consumption quota of public buildings into the assessment standards. The Municipal Commission of Housing and Urban Rural Development will, in accordance with the implementation of the quota for the implementation objects of the previous year, assess the implementation objects together with the relevant departments, determine the outstanding and unqualified buildings in the assessment, and publish them to the public through the official website. Specifically, the outstanding buildings in the assessment are those whose electricity consumption does not exceed the quota in this year and whose electricity consumption per unit area is in the top 5% among the buildings of the same type. The unqualified buildings in the assessment are those whose electricity consumption exceeds 20% of the power consumption quota in this year and at the same time exceeds 20% of the energy consumption quota.

According to the regulations, the electricity fee settlement units that fail the assessment shall not participate in the selection of municipal and district level civilized organs, civilized units and energy efficiency leaders in the current year; Public buildings that fail the assessment shall not participate in the assessment of green building assessment signs. If they fail to pass the assessment for two consecutive years, the Municipal Urban Management Committee will give them priority to be included in the scope of orderly power use, and the competent housing and construction administrative department will order them to make corrections and impose a fine of more than 30000 yuan but less than 100000 yuan in accordance with the relevant provisions of the Administrative Measures for Energy Efficiency of Buildings Used by Beijing Citizens.
